elastic_role: Create a role called admin - run again, no change

SUMMARY

The elastic_role plugin is not 100% idempotent. Inventigate and fix this. The file /tests/integration/targets/elastic_role/tasks/2-test-with-auth.yml contains a blocked comment out at the bottom that demonstrates the problem.
