The error is lousy... errors handling is in the middle of a refactor and should be much better soon...

+1 to the feature, with the disclaimer that the CLI would silently download the file and then re-upload it unless/until our Data API gets support for direct copy. Fortunately, I think scp does something similar, so I think there is precedent, but if we really want moving data between sources to be a very common scenario, we should consider a backend feature to handle it, since it would be faster and incur less data transfer costs in some cases.
