"Switching from Plan mode" doesn't switch from plan mode

Description

In plan mode, OC mode asks if it can switch from the plan mode after planning is completed. When confirmed, it fails to switch, and continues in plan mode. All changes, edit, compilation is done in plan mode, but without confirming.
