docs: clarify XDG config location

Fixes #6669

Extends the "Global" section in the "Config" page to correctly OpenCodes preference of the XDG base directories when set.

Adjusts other locations where the global configuration is incompletely assumed to be only in ~/.config/opencode with backlinks to the "Config" page or small notes that the actual behavior is more complex.
