Themes displayed in confusing, unpredictable ordering in the /theme command's modal

Description

The /themes command doesn't appear to list the available themes in any sensible order. Parts of it almost look alphabetical, but there are frequent deviations from a proper alphabetical ordering.

Displaying the available themes in a consistent, truly alphabetical order would make the UX more predictable and less surprising.

Steps to reproduce

  1. Open the /theme modal.
  2. Be surprised by the inexplicable ordering of the listed themes.

This issue might be a duplicate of existing issues. Please check:

  • #5074: bug: session modal isn't ordered by most recent

Both issues report confusing and unpredictable ordering in command modals (themes modal vs session modal). This appears to be a broader UX/ordering issue across different modals in the application.

Feel free to ignore if this doesn't address your specific case.
