docs: add full list of tools to permissions page

Updated docs to include the full list of tools on the permissions page for easy reference.

all these tools are not permission based, only the 3 already present in the docs are. the rest is on/off

Should this PR instead add a Tools page to the docs now that it's a top level config item? Aren't all the tools enabled by default?
