Update PoS parameters

Closes #478 and #456.

Based on #695, spun out from #388.

Includes new parameters needed for the inflation mechanism as well as the values for PoS parameters as most recently decided (largely from the August retreat). Also removes the use of BasisPoints in favor of rust_decimal for calculations with decimal numbers.

NOTE: we'll also need to update anoma-network-configs for this and the values from https://github.com/anoma/namada/issues/478
