Support multiple shielded gas payer in client

#3393 introduces masp fee payment. The SDK supports multiple optional spending keys for gas payment but the client is currently limited to a single one. We should extend this to support multiple keys: to do so we need to introduce a new ArgMultiOpt argument type.
