Unable to Become Steward Despite Successful Vote on Removal and Addition of Steward
Issue description:
I encountered a bug where I voted to remove the steward from one address and add myself as a steward in its place. However, the address I wished to remove from steward is currently not listed as a steward. Despite my vote passing, I am unable to become a steward.

Expected Behavior:
Upon successfully passing the vote, I should become a steward after the removal and addition process, regardless of the current status of the address I wished to remove stewardship from.
Actual Behavior:
Despite the successful vote, I am unable to become a steward.

This issue is critical as it impacts the functionality of the steward system. Any assistance in resolving this bug would be greatly appreciated.
