The BlockHash field on state is not meaningful and not used.

The field here https://github.com/anoma/namada/blob/a7e581ab9ddddecc0cea2539cd32dbdbb2d867ff/crates/state/src/lib.rs#L124

is actually always a hash of an empty vector. However, this field is not used meaningfully anywhere. It should probably just be removed.
