OpenLayers: prevent selection outside of image (?)

By definition, OpenLayers allows situations where the viewport is larger than the image. It may make sense to restrict the annotatable area to the actual image, not the OpenLayers viewport. See example:

This is more of a "policy decision" than a tech issue. But I'm inclined to disallow such annotations. Any thoughts?
