Options to disable Delete and Resizing for annotations

Hello,

In my application I am listing a set of annotations from database which I don't want to resize but want to edit for comments and tags.

With version 2.7.1, is it possible (1) to disable/hide the Delete Annotation option. I want to keep editing for comments/tags enabled but do not want to remove annotations (2) to disable the resize feature allowed for annotations? (3) to allow multiple tags. In fact want to associate each annotation to two pre-configured vocabulary lists or autosuggest dropdown lists.
