Brightness/Contrast semi-transparent window does not appear if image size on a display is not large enough

JPEGView has nice semi-transparent window that appears automatically (if checked in settings), that allows to adjust brightness, contrast, saturation, color balance of the image being loaded. But if image size on a display is not large enough, that window does not appear quietly. No warnings are displayed.
