fork with Windows fixes

you'll find in my fork some issues fixed for Windows as well as a file with commands to compile specifically on Windows (README_Windows.md) This fork will have ONLY Windows fixes, it's not another development of muon. I forked because it's faster for me to apply some changes on Windows rather waiting for approval.

right now, muon is created with bootstrap on MSYS2 and for cl.exe. Intel oneAPI has some problems since the toolchain work of lattis, so i didn't push this work yet

I plan to also add my work on the Windows module soon.
