missing features of custom target code

when i try to debug my windows module,

  1. afaics, it is not possible to set the value of the depends kwarg
  2. build.ninja has no DEPFILE_UNQUOTED entry
  3. there is no description entry (though i guess it is not so important)
  4. in the build.ninja generated by meson, i can see C$:/Documents/msys2/mingw64/bin/windres.EXE in CUSTOM_COMMAND.
