Matrix Sorting

• A strict matrix sorting algorithm that ensures numbers are sorted in increasing order.

I can do this for C a and Cpp as well.

@ankitapuri I have added it in C. But originally I wanted to do it in Python as i really don't enjoy C. "Though i never made it clear in my Issue". So if you want i can add it in Python as well

you have already done in one language . so u can't do same in some other language .
