[Bug] Reposition new cards shift position of existing cards
desktop changed the default behavior for a while now and does not shift position of existing cards
I wonder if this is something we'll get for "free" with move to rust lib :thinking: @david-allison-1 ?

This does not appear to be fixed as of 2.18.4. Reposition shifts all "higher" cards, even when there's no need to (i.e. the position is empty), and there's no option to choose otherwise (unlike Desktop).
Should this bug be re-opened? Or would you rather I report this separately, or add it to/expand the scope of #9458 (Show queue top and bottom when repositioning a card)?
