[BUG]: Tags dialog is unacceptably slow to load

Does it also happen in the desktop version?

• [X] This bug does not occur in the latest version of Anki

What are the steps to reproduce this bug?

• Select a card in the browser
• Click Edit tags

Expected behaviour

The tags dialog appears instantly.

Actual behaviour

The tags dialogs appears after a delay of about 2-3 seconds.

It is still FAR too slow, needing to individually load 31k cards. This requires a follow-up issue.
