Doesn't download in desired resolution even thou preferred resolution is set in extension setting is set

It only downloads in 1080p even thou I have selected 480 or 720 in extension setting which is weird that I think it's net problem download is taking time but it's the file size and to check that it does download in 1080 I tried web mode and there that file which was downloading (in approximately 250 MB) is actually 90 mb in 480 which I picked
