Create new version of Contribution Guidelines for our projects

A feature with clear details about the research done and need for the feature is considered a good feature request. (keeping this in mind we have to improve the following guidelines)

  • First contributions
  • Pull requests
  • issue labels

(from old title) add contributing guidelines to improve the following features like pull request, first time issues etc.

@jivthesh its not a coding issue. it is a documentation issue we have to update the contribution guidelines for the community. if you want to contribute to coding check the pinned repositories image
