Docs: FAQ section

Is your feature request related to a problem? Please describe.

Most of the new contributers ask same question on zulip streams. Or if someone got an old error, it is difficult to search for it's discussion/solution on zulip.

Describe the solution you'd like

Create a FAQ section where we can list frequently asked questions on zulip so that new people don’t ask the same question again on zulip. It will save time and effort and moreover this FAQ section can be used for answering general query like GSoC's.

A markdown file where we can put some questions and zulip link to it's solution/discussion.

Create Troubleshooting section with the following issues:

• Error related to .env variables missing
• Error related to time.clock()
• Error related to SLQAlchemy missing driver (psycopg2)
• Error related to 2-steps verification and apps password when mail service is using Gmail see this .md
