Can face expressions change shape of facial hair?
I added facial hair to a character (hair from selected) but it stays the same no matter what facial expression I set. Is this expected behavior and if not, how can I make facial hair morph along with the character's face?
Somewhat. The hair is not linked to the shape keys. The Hair Engine will be getting a makeover in the coming updates.

So is there a way to set the facial expression and then do the hair from selected thing? I need it for still images, so I don't really care about editability just as long as I can get the facial hair to be at proper places around the smile/sneer/whatever. I can't seem to apply the facial expression, when I apply the pose as rest pose the face goes back to expressionless default.
I will try to add it to the future update, but until then, have you tried the shrinkwrap modifier? You may also want to add an armature modifier to the hair mesh.
