docs: let's update broken links in the main root readme

The main readme has 4 broken links at the moment:

  1. "Read more about it HERE 404" leading to... https://github.com/anikethsaha/htmllinter/blob/config-feat/packages/basic-config/README.md

  2. "shareable config rule packages here" leading to... https://github.com/anikethsaha/htmllinter/blob/master

  3. "@htmllinter/basic-rules" leading to... https://github.com/anikethsaha/htmllinter/blob/master

Let's fix them all!
