[FQ] Migration of pre-compiled Plaso, to Native Python Plaso

Is your feature request related to a problem? Please describe. Plaso is using plaso-20191203, However, within python installed it should be able to use the latest release without a pre compiled version

Describe the solution you'd like Setup and installation of plaso from <.tar.gz> (May be a big job, as that is new logic), then run setup.py

Describe alternatives you've considered Stay on current version
