odd behavior with lip bones

[Riverface]

The jiggle rotation behaves funny when attached to the controller for the lips. I basically just wanted to stretch and squash the lips and it just doesn't seem to want to obey the rotation. The strange part is it obeys the jaw but not the mouth.
