[FEATURE] Game event notice

1. Create a game event data file in data GitHub Pages, manual or automatic update game event data. Local push notice by weekly read this data.
2. Use APNs and Firebase , remote push notice when need.

event data include: game event end time, game sever maintenance time, new release
