Issue with 'Block Click-Through Referrer'

I have been having problems recently with slow "Resolving Host" (in Chrome & Vivaldi). My use of PingIdentity (a 2-factor auth site) and my remote work login have been slowed so far that they simply fail. These sites are whitelisted.

I've just found that if I set 'Block Click-Through Referrer' to 'Disabled' instead of the default 'Only on Unwhitelisted Sites', and reboot, these problems are fixed.
