Issue with 'Block Click-Through Referrer' and 'Data URLs (data:text/html)'

Hello, I can't open Exchange online page with error: Error at Function.ErrorHandling.$Ee(https://r1.res.office365.com/ecp/15.20.2835.25/scripts/common.js:1:190025) at ErrorHandling.showUnhandledException (https://r1.res.office365.com/ecp/15.20.2835.25/scripts/common.js:1:189110) Chrome error image ScriptSafe window

if I set

• Data URLs (data:text/html) = Disable checkbox
• Block Click-Through Referrer = Only Unwhitelisted
• Add office365.com to whitelist list

then office365.com opens. Is a bug?
