Consider CP and HP caps at 10

When passing values like Pidgey, 10 CP, 10 HP, 200 Stardust, the API returns no IV combinations, while e.g. Pidgey, 8 CP, 8 HP, 200 Stardust does.

Since CP and HP can't fall below 10, it would be nice to get all results for lower values returned, too.
