HLS indicates muxed subtitles using the CLOSED-CAPTIONS type, and I believe this only support CEA-608 and CEA-708. See section 4.4.6.1 of the spec where these are the only two encodings mentioned:

The values "CC1", "CC2", "CC3", and "CC4" identify a Line 21 Data Services channel [CEA608]. The "SERVICE" values identify a Digital Television Closed Captioning [CEA708] service block number.

Please can you point to the part of the HLS spec that describes support for PGS subtitles?
