Notify when plant(s) need watering

Use the Notifications Jetpack component to notify when a plant / plants need watering. The notifications are shown daily, scheduled using WorkManager.

@tiembo Need design(layout of notification): large , small or just normal as default. Also need wordings for title and content.

@XinyueZ this is a tracking issue. I'll probably break this down into smaller issues, such as adding an AlarmManager and configuring the notification itself. Stay tuned!
