[Bug]: Spotless is not checking copyright headers

What happened?
In this PR (https://github.com/android/platform-samples/pull/164) I have added a lot of files that are lacking copyright headers, but spotless is not applying them. Additionally, spotless hasn't updated many files to 2024. For example, this sample in the Glance widgets.
