Your App is having trouble with Play Services

I'm using com.google.android.gms:play-services-nearby:17.0.0. There's an odd behaviour taking place when the system prompts the user with the alert to allow or deny permission to use Nearby. When the user denies permission to access Nearby or leave the screen without interacting with the alert, a notification shows up: your app is having trouble with Google Play services. If the user clicks on the notification, the alert requesting permission to allow Nearby appear again. Is there something missing in my implementantion that would prevent this behaviour?
