App isn't installed from Google Assistant Tool

I am trying to get the completed version of this working but I'm getting a Toast message saying "App isn't installed" after trying to run the app action using the Google Assistant Plugin. I'm targeting API 33 and I'm currently using Android Studio Dolphin | 2021.3.1 Patch 1. I tried the old version of the codelab and that same error appears.

This works fine on my emulator running API 31, but doesn't work on an emulator running API 33.

Hello @nrotonda @PeaceAllen @chatasweetie @jdkoren I have followed the steps in the tutorial but I get always

"Sorry, I couldn't find that". I am just trying to be able to open my app using "Hey Google, open Todo app". Neither the emulator nor my real device work. Could you please let me know what the cause could be?
