Adds Snowflake Cortex Support

• Resolves #76 by adding aisuite/providers/snowflake_provider.py.
• Light cleanup work of the docs and tests:
  • Removes references to the test poetry group which does not exist.
• version bump to 0.1.7.
• begins a maintainers list in the pyproject.toml file.
