RTL- Only right half of block is interactive and can't open app by tapping glyph after opening any app

iPhone 7 Plus, iOS 10.1.1 (Hebrew-RTL) The same bug from the last version is still kind of here... when I respring, everything works correctly and the blocks are interactive and I can tap the glyph to open the app, though once I open any app (even ones without any block open) and exit back to the homescreen, it goes back to the same problem it has before this update... can only interact with right half and can't open the app

Edit: the blocks also return to being correctly interactive if I rotate my springboard to landscape and back

@andrewwiik seems it also works correctly after locking and unlocking, not sure how I missed it... but still, after opening an app it gets back to not working correctly
