Unable to invoke control center in safe mode

While in safe mode, I am unable to invoke the control center from the bottom.

Additionally, when I try swiping down from the top where it would work while jailbroken when opening the control center, the cover sheet does not show like it should, and nothing happens.

Same, also the app switcher requires a long press to close an app in safe mode

I'm getting the same issue after uninstalling LittleX. I had it installed on Electra beta 11 and the upgraded to the official release. While unjailbroken, I can't close apps without holding down on them, and I can't open the control center without swiping down from the top right corner and then flicking quickly up (the CC will slide in from the bottom of the screen).
