those constants look gross, why can't they be named something more palatable

A related issue, #14900, was solved recently. Did it solve this issue as well?

Unaccepting for further consideration since @Snektron expressed interest in making a counter proposal.

I'm not convinced that the standard library cross-platform abstractions should support the use case of append mode, and so I have changed this from bug to proposal and deprioritized it....

thanks. I need to audit this entire page for correctness as it is now several years old.

Note that it will be strategic to wait to land this until 0.14.1 is cut, otherwise it has a high chance to cause unnecessary conflicts in the 0.14.x branch.

Please don't merge yet, I don't want to deal with the conflicts yet
