End Device API (E) to Router Device API (R) communication is not working

Hi, I am trying to make following topology in API mode. End device (E) <--->Router (R) <----> coordinator (C) Is it feasible ? I have configured both xbees in API mode (2). I am not able to see communication happening between end point and router in APi mode. Please help to fix this.

However, following topology is working: Router (R) <---> Coordinator (C)
