0 confidence and -99 rssi

I have read several issues here but it does not help.

I have two Sony phones, on Android 11 and 12. Bluetooth on, Nearby-Share on.

On my phone I clicked "search for bluetooth devices", and on PC "bluetoothctl" > "scan on", I see the MAC address of my phones. The MAC addresses are the same with those I am seeing from the phone screen.

Paired PC with phone or not, both cases Monitor gives 0 confidence and -99 rssi. I understand it as no signal found, right?

May anyone please instruct how to get it work?
