Presence Confidence from device 15 ft away is stronger than device 1 ft away

This is not a bug per se. I have tried another solution with same results.

I have a device that is located in our main bedroom and one in my office. When I am in the office, which is 15ft away through the wall from device in main bedroom, main bedroom is reporting 100% confidence. RSSI main bedroom is reporting -21.

At some point in time both devices start reporting 100% confidence and never diverge. RSSI of the office (which is 1 ft away) device is -3.

Both devices are running as service with -tad switch. I send MQTT messages (arrive/depart/echo) ever 15 seconds from node-red.

So confused.
