[WIP] migrate to jupyterhub base image

Run jupyter out of JupyterHub rather than Jupyter Notebook. Currently hard-coded for single admin user.

hi - i feel like i am not understanding what to do here. i looked at the pull request and saw it was a draft so ignored it. but perhaps the idea was t review and give feedback? actually, i see the "ready for review" button, so i suspect that is the case. sorry - i am not used to this workflow. can you confirm / explain what's happening? i am not ignoring you (well, i am, but only because i thought i didn't need to do anything). andrew

I wanted to drop it here so you knew I was starting to work on it. If there are glaring issues with it, please let me know :) I'll move it to "ready for review" once I think its ready for you to give it a review. I can leave the changes on my fork and wait to open the PR if you'd prefer. Either way :)

I'm able to get the jupyterhub container running, but looks like I broke some things in the choochoo build along the way :(
