Modern Docking Not Respecting Panel Minimum Sizes

If a dockable panel has a certain minimum height and is automatically docked to a dockable of a shorter height (using the menu item classes) then the new dockable will be displayed shorter than its minimum height.

This causes the dockable to snap to a new height when attempting to grab the splitter.
