Assertion Error on device with 120hz refresh rate "The following assertion was thrown during a scheduler callback: 'elapsedInSeconds >= 0.0': is not true."

Reproduced this issue on Windows 11 using the `material.ReorderableListView.1` sample with a 170 HZ monitor
