[Feature Request] Option to stretch lower Borderless resolutions to fullscreen

Would it be possible to add a setting for borderless to stretch a lower resolution borderless window to cover the full screen?

For example, 640x480 stretched to fullscreen (with 4:3 aspect ratio and black bars)

Reason for this: to avoid playing in exclusive fullscreen on lower resolutions (because it takes a while to alt-tab from and it's janky on AMD cards).
