make flash(-only) doesn't install gaia

On at least the fastboot using devices, no longer have an sgs2 to check.

This makes the flashing process much more cumbersome. CC @fabricedesre

I think we removed gaia from the flashed image when it grew too big to fit on the akami.

We removed it from /system. We should put it in /data and flash that, or make install-gaia as a post-flash step.
