Samsung SGS2 requires baseband update for signal strength fix

As listed in https://bugzilla.mozilla.org/show_bug.cgi?id=715751, the SGS2 with old baseband will have errors reporting the GSM signal strength. This is a problem with the SGS2, not B2G, but we should probably figure out a common way to do baseband upgrades so this will work on demo phones.

RIL reports correct signal status on the akami/maguro.
