Try with different spigot and try older versions, do it from scratch don't leave any file.

Try WindSpigot, but it's discontinued so I'm not sure about stability or if it doesn't have any bugs. Some of the latest patches may be risky.

Do you have packet limiter? If you don't have any, anything can lead you to server lag.
