`@fixed` function undocumented

In the help file, the examples for @sum make use of a function @fixed, but that function is not documented. What does this function do?

@fixed come from old sc. Haven't test it on sc-im. According to sc doc, seems its like '$'.

 operator or using the $ character in the reference to the cell
