Consider quotas or limits on size of uploads
There are some authors with enormous uploads. E.g. KAL with distributions topping 150 MB.
While we do want to allow authors general freedom to upload what they want to their directories, we should consider limiting the size of uploads or the total size of an authors directory, just like other cloud data services do.
Distributions that need large data tables or .jar files should be downloading them from the web during build-time.

I'm guilty myself, I should split distroprefs from CPAN.pm because the reelease cycle is completely separated.
